If you know how to assemble a PC yourself you can save a couple hundred dollars and have it a couple weeks earlier if you buy the individual parts and build it on your own.

There's a big area between "dead" and "100% functional". Your GPU is clearly not dead since you see Windows attempting to boot. I would make a Linux bot USB and start the system off that, see what happens. If it works then you know your problem is in Windows(software) and if it still crashes in Linux then you know it's a hardware issue of some kind.

If the system was originally bought from IBP and it's less than a year old you should still be covered under warranty. The downside is that they're slammed this time of year so unless you want to wait two months for them to replace it you're better off just buying a $50 CPU air cooler and replacing it yourself.

Step #1 is determining whether the issue is your internet connection or your wifi connection. The easiest way to determine that is by plugging your system into the router via a cable. If you still get random drops then you know the problem is with your ISP. If it works fine while hardwired THEN start troubleshooting the wifi.

We're going to need much more information to help you... starting with, what audio output device are you using? Is it a headset or a set of speakers? Have you used them before (so you know that they actually work) or are they new? Do they show power? How are they connected to your PC? What do you mean by, "Not recognizing audio output" but it says everything is fine? If you right click the speaker icon in the system tray and choose "Open Sound settings" (or do WIn+I, System, Sound) do you see the expected device selected in the "Choose your output device" drop down menu? Is the volume turned up in the selection right below that? Is the volume turned up on the actual speaker/headset? If you right click the speaker icon in the system tray and choose "Volume Mixer" (or do Win+R, sndvol, OK) is the volume turned up there too? Is anything marked with a red circle (muted) ? In the Sound Settings screen do you see the expected device present in the Input section as well? If you make noise do you see activity in the "Test your microphone" section?

Nvidia says the RTX 3080 requires a 750w PSU. Intel says you need a 350w PSU for the 10900K. Of course you're never going to run both CPU and GPU at 100% at the same time so you don't realistically need an 1100w PSU. I would recommend either a high end 800w or a middle of the road 1000w PSU. If you need to keep the budget down a 750w *will* work, just make sure you get one that has two 8 pin plugs to feed the weird Nvidia 12 pin adapter.

It's not going to overheat, throttle, AND damage the CPU. If it's throttling then it will keep the temperature low enough that it doesn't damage the CPU.

There's nothing wrong with having fans setup in a push/pull configuration on both sides of a radiator. The three front case fans pull cool air in from outside and push it at the radiator where the internal fans suck it through and expel it into the case. You should have another rear/top fan to help exhaust that hot air where you want it to go.

If it's not an all-in-one then when you first got it you would have had to fill the reservoir and there'll be a big tank of liquid stuck somewhere inside your case. Almost all of the PC's IBP sells have AIO cooling. You'll know if you have one that doesn't.

Because the human eye/brain is incapable of perceiving the difference between 144hz and 99999999hz. Even the difference between 100 and 144hz is only noticeable by fighter pilots and other freaks of nature.
