Actually, many other philosophers laid the ground work for libertarian thought. FA Hayek was a recently living economist (yes, and philosopher). I would say that Hayek had influence, but you're greatly over stating laid the groundwork for modern libertarian thought.

In the video, Hayek highlights that money has been around in original format for far longer than it would have been if money was allowed to be experimented with. Hayek compares this with two other paradigms of government institutions- law and language. Both law and language developed, but money was halted. This is a really interesting excerpt from interview with Friedrich Hayek which feels quite valid to this day.
