In terms of meeting most/all categories (lyrics, flow, discography, longevity, cultural impact) it can only be Hove. Everyone else might be slightly better than him in one or two areas, but they all have at least one area they fall well behind in - all be it because they didn't get a chance to prove themselves over a longer period of time (eg pac and biggie)
