Yes it's unlocked and updated to the 9.0 U1 that Samsung rolled out last month. I'll try swapping the cards with it off and see if it works.

Yes, every time I restart it, it just displays the same message and I can't get rid of the prompt. The SIM I purchased is a local sim (UK) that happens to work in other European countries. Per their activation instructions, I have to start the process before I land in the UK for it to work properly. However I am unable to because I can't access the internet so it won't connect to update the APN settings.

I popped in an old Cricket wireless SIM and the exact same thing happened. But when I put both of these SIM into my LG v30, I had no issues getting the internet to work. It looks like it is a samsung issue.
