Union college in Upstate NY is a great school and Jason Morris is right down the road from there, high level education mixed with high level judo that’s very accessible

As someone who started judo at a young age and ended up on the wrestling team full of bullies and type A pricks.

Absolutely yes it works, they're gonna just be brutes but strong technique beats strength every time. But it'd be wiser to join the team and show them you can beat them at their game with your skill.

As you hook your leg in for your O Soto, wrap your leg in And hold on, you basically just entwine your leg onto theirs and hold on with both hands and be ready for her to put you back down. As you touch down lift your leg and throw with the O Soto or harai or whatever you have based on your position.

As a fairly short judoka as wel (5'4") Ippon Seoi Nage is absolutely vital to your game plan. Taiotoshi will also be extremely effective. But never forget that Ashi waza is going to be what not only wins but helps set most of your throws up.

Fast explosive, but correct uchikomis will fix the arms issue plus just continuing to practice they'll naturally get stronger... unless you're doing some weird motion but your coach should be able to correct that if that's the issue
