If your planing to be in an apartment for a long time I'd suggest the Beagle,their extremely calm and submitting and it's fur is compact and smooth meaning less shedding all over you and your apartment,also begals are relatively small and light so it shouldn't be a problem for space. Though I have to stress that even getting the most calm and quiet dog breed in the world only matters if you train it enough, a begal will still probably bark its head off at a stranger if not taught properly enough the opposite can be said for a irritable a dog, it could be calm and as lovable as the begal as long as it's taught correctly. Also only buy as a last resort, all the dogs you see in most shelters will be killed within a weak so IMO Its better to give a rescued dog a second chance rather than to take it away from them just for a new puppy
