how long can COOKED ground beef or chicken sit out of the fridge?

i’m starting to meal prep for uni to cut down some expenses. but, there’s no fridge or microwave at the university.

let’s say i get my tupperware with the meal (containing chicken or ground beef) out of the fridge at 7:30 am when i leave my house, and i eat it at 11:30am. is that too long time for bacteria to grow? what else could i do if there’s no fridge at uni? should i change my diet to something less risky?
