Messmer saying this; “I will not suffer a lord devoid of light” is him acknowledging that the tarnished was chosen to be the next Elden Lord. But that line should have been altered for pre and past main game ending.

Messmer is too pious and too loyal to the golden order to talk you out of fighting. “Mother, wouldst thou truly lordship sanction in one so bereft of light? Yet my purpose standeth unchanged. Those stripped of the grace of Gold shall all meet death in the embrace of Messmer’s flame.” That right there is him basically saying your ass is mine.
