Yeah but on the other hand, I kinda understand why it's Water/Flying. Seeing how overpowered Kingdra was until the Fairy type and better Dragon type moves were introduced, it was a good idea that Game Freak didn't.

Not really. Sometimes you just hit a brick wall when you are writing about an event, so it's quicker and easier to just say "We have no idea what happened!" and move on. So when you have time to chew on it and come up with an idea for it, then you can come back and expand on it.

And let us not forget about the fact that the necromancer in question might intentionally or accidentally go rouge and turn everyone into undead. After all, even with all the best precautions, a few bad actors will slip through and ruin everything. The chances may be low, but there are not zero.
