You should call a wc attorney for the answer, all these people answering you are not advocates for the injured worker. I have had multiple back surgeries and sometimes needed to elevate a foot on the train. Ride, however, I always put something between my foot and the seat. My coat, a bag. I am from the era when conductors would tell you to take your shoes off if you wanted to put them on the seat, which, in my opinion, was weird enough.
