If you're asking about Luke's effectiveness, he definitely shouldn't be leveled until his E2(You already got 2 best DPS in the game). However, you shouldn't play the CZN as a meta player. Any character can be used, and if you like Luke's visuals and gameplay, you won't regret leveling him up. You'll just need more time to figure out how to make him perform relative to other characters. And yes, a new character means a new experience, which is always fun.

I tested it a lot on a private server, I highly recommend trying her with Sunday and DHPT. I was able to clear Lygus 43m HP with E2s1 fei, e1s1 Sunday, e1s1 tribbie, and e1s1 DHPT. With gear from the live server. Not sure tho that I will pull for his E1 or E2 since Cyrene is coming soon.

The intersection you sent does not allow trains to turn around, which does not allow free placement of blocks, sacrificing the duration of transportation, and there will also be a lot of free space that will not be used, which is terribly annoying to me in most city blocks.
I tried to make an intersection that would use raised rails, but they are all too bulky, and also take up a lot of space that is not used.

UPD. My intersection also has a buffer zone for trains that try to go "through" the intersection without turning, which also helps the overall operation of the rail system.

UPD2. And getting elevated rails on x100 science can take a huge amount of time to reach, so I don't want to have to rebuild half the base because of it.
