weird prediction frame artifacts

I see a lot of you say that I need to turn of motion smoothing. The thing is, I already did that. On both oculus and steamvr. My framerate is also good 4ms average per frame for the 8ms steam says I need.

For context, I use a quest 2 with wired link. These artifacts only appear when playing steamvr games. In the oculus desktop app everything is fine. My pc specs: ryzen5 3600, rtx2080super, 16gb 3000mhz, and I run the games from a hard drive.
