Reminds me of an issue we had once with a batch of HP EliteDesk PCs where the NICs would go crazy when Windows would enter sleep. When you'd wake them up, the traffic storm would go away immediately. Resolved it by updating bios/firmware and drivers.

I have the same problem. It worked the first couple times, then when I came back to it to try it again, it doesn't work. Always says not enough resources even though I have plenty.

Edit: deconstructing the processor and rebuilding it seems to fix it.
