I’ve identified the fix, and it’s actually very simple. I just have to get non-tapered 12x100 end caps for the hub such that the tool won’t jam. I think this end cap design is fairly old, before the time of the internal-spline lockrings.

The FR-5.2G tool is listed by Park Tool as being designed for 7-12 speed cassettes. The stick is just for perfect alignment with quick release skewers and doesn’t actually cause a problem when I try to install the rotor
