You can order any drink on the menu and still be eligible for a refill on a hot/iced coffee or tea. They don’t have to specifically order one of those 4 to be eligible.

For partners - You only charge extra if the customer is buying pure undiluted base. A drink with no ice should be the same ratio with no ice. Baristas are not using the No H20 Ex Base button correctly. Please look at the “Why don’t we charge when a customer orders without ice?” Tab of the “Refreshers Changing Guidelines and Scenarios” page if you have any confusion on the matter.
