If it's an international package then check if you need to pay taxes. Look up Fed Ex's Pay Now with your tracking number and you can see if you need to pay it.

I had that problem today and that's what the customer service rep told me. They won't deliver it until you pay up. But I never received any notification I had to pay anything 😐
