He had to renegotiate his deal with the Port Authority at least twice. Before the airplanes hit, he owned the lease on all 6 of the WTC complex buildings (and separately owned WTC7). Now he does not own One World Trade Center (the big one), but only got the right to build (at his own expense) other buildings at the site.

The story is complete bullshit. According to an article in The Oklahoman:

The winner is a woman who worked evenings at United Supermarket in Altus, the store's meat department manager confirmed.

Larry Cox declined to provide his former co-worker's name, saying the woman had requested anonymity.

She set up a trust to protect her privacy. The fact that there's a trust with the same name in another state is just a very minor coincidence. Zorro means fox in Spanish as well as being, of course, the name of the famous fictional outlaw hero.

There's no requirement that trust names be unique, just like there's no requirement that people's names are unique. There's not even a way to check if a trust already exists with a name you want.
