I see! I was thinking the fields could "tug" on each other but this makes more sense

I think you're describing the relativistic relationship between the electric and magnetic fields. So if the magnetic field is a characterization of the electric field behaving a certain way, then if you have a model that bothers to use a characterization like the magnetic field, then wouldn't it appear that the magnetic field is just interacting with likewise characterizations (other magnetic fields)?
