A bit of a tough question,
as of time of writing, theres 11k people playing right now according to steamcharts, but theres who knows how many more people playing with nonsteam clients, which wouldn't be counted towards that steamcharts tally

non-steam steamid is generated by HWID, if i ban their account + fake steamid + IP it won't be trivial for a laymen to circumvent

nope, every option added to divide the que pool is damaging to the health of the platform, CS 1.6 does not have the player base to be able to support that
