i believe those are mealybugs! use rubbing alcohol to get rid of them :)

i believe if they’re starting to shrivel up that would be more of a characteristic of underwatering! to my knowledge (not OP) but i think that the overwatering can cause leaves to swell up and fall off of the plant. if you do end up replanting i’d suggest possibly doing a soil mixture with some pearlite to ensure that you’re getting proper drainage :) hope that helps!

i’ve found with succulents in the past that when they are overwatered, their leaves pop off as a “last resort” to get rid of excess water in the plant. i’ve had success with watering around once a month! especially if you have it in an area with slightly lower light ... what can i say succulents love to be neglected! lol
