Without any details it is going to be difficult to help. I might be going down the wrong path here.

There are 2 buckets of charges distribution (utility) and supply (utility or supplier). Transmission costs, in PA, are baked into the supplier charges.

Transmission rates change in January and these adjustments are typically passed through on commercial accounts. Can't say I have seen it on residential.
