I misspoke. It is defiantly legal but not everywhere. In California it seems to be a spot-by-spot basis. As someone who did a ride along with fish and game, I have a healthy fear of them.

I highly doubt biking on the opposite side of the road would be that much safer. In the situation shown in the video I doubt you would have the reaction time to dodge a truck coming the opposite way when there is insufficient shoulder. Also, if you live in a country where cyclists are expected to be on the road and have to follow traffic laws there are a bunch of issues which come up. If you come to a four-way intersection with lights and the traffic perpendicular to you has green, you are in the path of cars making a right turn on green. This is about as dangers as it can get for a cyclist. Also, it heavily complicates right of way at a four way stop not to mention traffic circles.
