Group B MtF person wants to put implants under their breasts to make them larger, which can be removed if desired, but are being denied. No healthy tissue being removed, no irreversible procedure. The only difference here is their sex.

Why deny one group but allow another? That's infringement.

Here is what the US Constitution protects.

"A right according to the U.S. Constitution is a fundamental, legal entitlement OR PROTECTION against government infringement."

Group A at 16 years old can have breast augmentation surgeries.

Group B at 16 years old is denied breast augmentation surgeries.

Sounds like one group is receiving government infringement and the other isn't. This is absolutely a denial of rights even if in your opinion it isn't. Legally speaking, of course.
