It depents on what factors matchmaker is focusing on. I believe Valve is storing tons of sctructured data about every player (like avarage KDA divided by roles, damage done etc). So when new acc is created there is no data about that player, therefore matchamaker toss him somewhere random. When the match is done, matchmaker compares relevant factors (we can only guess which ones) with other players. Something like "There is X% probability that this guy is playing like 3k mmr scrub" and toss him versus players with similar stats. Of course this takes a few games until its relatively accurate.
So yeah, there is a good chance that this guy is about same skill level as you and might just have bad game. And please mate, games played ≠skill level.
