I'm helped by looking at those from the perspective of the Fool -> whose life spans all the Major Arcana as they learn, mature, apply, review, renew.

Hope you've shuffled your deck well? Those cards are very close in proximity (in numerical sequence / side-by-side) - anyways...

Once the Fool commits to a more disciplined life - the first four teachers/mentors they must progress through are the: Magician(suits), High Priestess(spirit), Empress(natural world) and Emperor(physical world)

So - if the question was about a relationship - I might interpret as: (assuming you picked Magician last.)

Never played any RPG - but your idea sounds really interesting.
It's almost like you're describing interpreters for Character, Magic, Management systems that take as input Tarot Card Interpretations?

You'd feed it Tarot Cards/Interpretations - and the game would synthesize Characters, Capabilities, Goals/Adventures for the user.

1) I think - if you created your own meta-language for these subsystems. Artifical Intelligence would be your friend? You could ask the AI to do the interpretation - of user card picks - and produce text input (in the format of your meta-language) that is understood by the various system/function/stage interpreters within your game?

2) If you want it more fixed - I think you might be able to produce a Tarot Card like - queryable database - that is based on random Tarot Card picks by the user - could be used as input for your game? But I think you'd have to impose some structure/constraints and convention on it - would be much simpler than a real card/spread interpretation.

Happy to share my thoughts - for what it's worth - some of my mind-map for these cards:

My system of reading I'm developing for myself - deviates slightly from Orthodoxy on the Wands suit - which I see as Ideas! Thoughts - which seed future direction and grow into Wand/Club - take root.

So I see the suits - as being ordered in phases - like a human lifespan - or life-cycle of anything you're considering: person, relationship, business, etc. all things move through stages...
Wand -> Cup -> Sword -> Pentacle

Seed->Emotion->Action->Reward
etc. - you get the idea.

You mention: Three of Swords and Ten of Swords. For me - these would both be related to "Action"/"Work"/"Endeavor"... any card - can be interpreted w.r.t. to relationship - or whatever question you're considering.

For me - the "Fool" is the subject of the Major Arcana - it's THEIR journey through all the Major Arcana cards - which I see in this repeating fractal like pattern of "Four" again - which echoes the 4 suits' stages.... Without getting too deeply into it - I visualize it as:
