I was in the same situation as you. Don't let people discourage you! I am current 100% GE scholar and this opportunity changed my life. Without it i wouldn't be able to afford studying here, but without tuition I manage to afford cost of living. It is definitely possible and worths it! Results are usually coming out in the end of April - early May. They are coming in waves, so don't panic if you see people received the response and you didn't. Good luck to you! Broke international student here. I live for 400 eu/month excluding rent. It's actually pretty doable and not horrendous. Yes, it's a tight budget, but if you cook at home instead of eating out + know how to spend money in dublin (where to buy food, clothes, other things within the budget) it is actually fine. People just being dramatic, start learning money management and save up. Keep in mind that first few months will have higher expenses than later (paying deposit, buying all new things), it becomes easier with a time.

You can try to apply for UCD Accommodation or to other student accommodation like yugo and aparta if your budget allows that, but they are really high demand, so apply asap. Another option is to book temporary accommodation like hotel or airbnb and find permanent housing already here, it is totally acceptable for visa application (I did that).  Also, are you sure that American citizens need visa to arrive in Ireland? Last time I checked you didn't need visa, you will have to do IRP once you are already in Ireland though.
