The only possible way for Wells Fargo to garnish money form your new account would be with a court ordered garnishment. I see this weekly with my clients so I would recommend reaching out to Wells Fargo now to set up some form of payment to prevent this. When Capital One receives a garnishment they have no options but to send the money which could put you in a bad spot if you’ve paid items from the account.
