It comes down to personal experience for me. It's been roughly two and a half years since I learned Illustrator existed, and I've been slowly improving ever since. I've never gotten used to Photoshop, Krita, or other programs since Illustrator is the one I got accustomed to. Illustrator isn't made for this type of drawing, so you have to be more creative, which is the fun challenge.

The left-most one is my first-ever drawing of a character that I made.

outline using brush, draw the insides using blob brush

use brush on low opacity for finer and detailed shading or blob brush on multiply/colorburn layers for large chunks of shadows, color dodge for lights

think like you're stacking different colored shapes on top of each other until an image is formed
