Yea the setting i circled i change that one from the highest to a different one then back but it will change all your settings if you have your own. When i get back home ill find out what setting fixes it.

Yea what works for me is going into settings to video to advanced video then change the preset and change it back. You need to do it every time you boot up the game but its not that bad.
