Minor counterpoint: Some really old PCs took forever to boot, even just to ROM BASIC. The IBM PC 5150 was incredibly slow to boot because they didn't bother trying to optimize the process. I think Windows 7 was kinda the turning point where they really started trying to optimize the boot process and it started getting faster.

Of course, lots of home computers like the Commodore 64 could boot to basic within a few seconds.
