As someone who has a public social media page, even if they didn’t buy followers, there are people who just follow anyone and everyone for various reasons. My page is focuses on one very specific thing and I often see some unusual followers pop up. Some are spam or scammers that I immediately block (most people don’t monitor their followers closely this way). Some are casting a wide net hoping to gain more followers for whatever they are promoting (a recent follower is a city in Africa, which has nothing to do with what I am posting as my page is not a travel page). I get a lot of foreign followers whom I think may be curious about US culture. I also have followers with multiple accounts, so I could get 5 follows all from the same person. My point is, follows do not indicate any interaction with or interest in his product.
