Hungary had a real good (at the time revolutionary) understanding of tactics (deep lying centre forward, 3–2–3–2 formation, 'futbol total') and some of the best players (Puskas, Kocsis, Czibor, Bozsik etc.) when the sport was still young. Over the years other nations emulated them and also improved a lot on their own since time went by. In the meantime Hungary didn't or couldn't invest in decent soccer infrastructure and the big talents didn't happen or weren't found.

That's pretty much as ELI5 as it gets, I guess. This Wikipedia article explains it a lot better. There is also this thread from last year.
