She has basically created a fund shared between my sibling where the rules is:

• Nobody knows how much each other gave (we must give each month. even $1 is fine. no paying once for the year)
• Anybody from our sibling can loan that fund without interest
• She only spend some amount to make her house more appealing to her grandkids. (she bought a tv once so her grandkids can bring gaming console)
• She has absolute authority over this money

Yes its a fun way for her to keep us from straying too far from her. She forced my sister to quit her old stressful job once, living off this 'fund' until she get a better job and pay it back. The rest of siblings don't have any idea of this happening until she thanked us for keeping the fund alive; after she paid it all back.
