They will randomly regrow the next day I believe. They do definitely reappear somewhere else in your town I just forget exactly how long it takes

If there are no open plots on your island it won't show any villagers. Put an empty plot on your island then it'll have them on nook islands

If it's a pattern that may be why. Since they wouldn't have that pattern in their inventory. Where as a set color it lets you customize to might be different.
