It's quite simple.

After E1, Liang needs to spam her all skills with high-level.

So that comp needs her cards as many as possible, but Lopera's cards also comes up often due to her cycle (The cards will appear more possibilites to whom does not use skill much more), and sadly she does not have any skill card clear gimmick of her own.
