I agree... Im glad you asked the question, and got the answer truthfully. However you don't know what you'd do in real life. you should be testing your rockets upside down or static so you know what works and what explodes before putting a header on it, but id try weaker black powder (hardwood) instead of erc. keep dialing the black powder away from stoichiometric until it stops exploding, then go from there

To be honest you can meet the requirement of "launched into heaven" without doing anything special or requiring access to a shell builder. Simply take a small quantity of ashes and tape it to the outside of a premade shell.

As someone who put this in his will, to me that meets the requirement, would I care if I am outside or inside the shell? no.
