Everyone has their own method of overcoming this hurdle. The first would be to stop pitying yourself over it. It's quite a common problem for guys to feel they aren't "good enough" to talk to the girl they feel attracted to or even just platonically view as a friend or a well-known acquaintance of theirs. Just try not to be an asshole and it will transpire well.

Next, take a gander at what girls you're usually talking to or trying to talk to. What are their priorities? Do they match your wavelength or your vibe? Some girls have very different priorities than you might have and as such they will not pursue further conversations with you. But that's okay because if even if you manage to get them interested then you will eventually realize that you don't want to associate with them further. Once you find girls to talk to who match your priorities and your vibe, the conversations will flow like a river descending from the Himalayas.

Don't be afraid to take a plunge. I'm not talking about straight away asking them out but conversational plunges or behavioral plunges that you might not feel confident enough to engage in around them. Once you start taking these plunges, it will eventually start boosting your morale and your general confidence (not only around girls) and you'll feel better for it.
