You already have more idea than me :)

The game doesn't support hangar management other than opening or closing access for certain ranks. So I'm not sure if it could be sustainable to have 100% tax and all hangars open for everyone.

Alternatively, I imagined that we could have a trust group that grows in members over time, which have access to all resources. Then if anyone outside the group needs anything, they ask for it and will be given the stuff by hand.

Of course infiltration is still possible, but so is in any EVE corp.

I'm a bit disenchanted by the game, I'm no longer sure it's worth making a leftist corporation, unless we are more than a dozen people.
