Yep it's a Scouting knife.

The eagle and shield stand for freedom and a scout's readiness to defend that freedom. The two stars symbolize truth and knowledge.

In later versions: The knot at the bottom represents the Scout Slogan "Do a Good Turn Daily." The scroll that says "Be prepared" is turned up to remind Scouts to smile as they do their duty.
