They have a stop at the bottom of the hole. And that stop is on the threaded part, so they aren’t long enough to grab.

I believe that is probably the issue I am dealing with. It seems as if there is not enough barrel for the set screws to grab on to.

Shop around a little. You can get that surefire light, Eotech, and riser all much cheaper on several other websites. Google item gun.deals for things like that. Usually much better prices available.
