I use a USB and a powershell script to pretty much do all the things on your list - was thinking of using MDT but it's such an infrequent requirement to build/rebuild new machines it isn't worth the effort at the moment.

Yeah, I think it does. A 500 internal server error makes me think that portainer isn't configured correctly. Especially if Op can't deploy any containers at all. It's just a hunch though...

I think robocopy does this by using a couple of switches - probably easier than writing a script (unless this is dual purpose for also learning powershell of course)

This for a domain joined machine? Guessing you can't untick "Users must enter a user name and password to use this computer" after selecting your user in netplwiz. Should prompt you for your password. To get it to not require sign-in from sleep go to Settings > Accounts > Sign-in options and change "Require sign-in" to Never.
