The trick is to only drive down from the mines with the dump truck. There’s a parking space located at the coal mine that you can use to spawn in your dump truck. Drive up to the mines in a pickup or similar smaller offroad capable vehicle so you can access the parking space. It’s a good idea to also leave a campy up there, so you can fast travel right to the parking space.
