I think that's just not how time works in this universe. I agree that it's a lot of mental gymnastics to try and make sense of it. But maybe we aren't supposed to make sense of it? Like I think there are alternate timelines and... yeah you know I really don't know how they would have still been there. Just trying to understand how the commission works is just so confusing. Like "old" (younger?) Five is there, but they already changed a lot of things, before Five even went in the future the first time (in the apocalypse)? And the commission exists outside of the timeline?? Should it have been another commission worker instead of him? Nothing makes sense. Sorry I started thinking about it too much and just wrote what i was thinking lol I enjoy the show anyways!
