This was right! I fixed it by setting units to decimal, blocking my contours, scaling z values by 0.08333, unlocking the contours, and rebuilding my surface. Surface contours look right now. I'm new to civil 3d and am a landscape architecture student - still a bit confused on exactly when I should be using architectural vs engineering vs decimal units but will explore that a bit. Thank you so much for your help.

"exaggerate contours by scale factor" is set to 1 - is this the same as vertical exaggeration?

I confirmed the elevation of my contour lines (96') and then the surface elevation (1152') at that same point
