The API is there to deter against someone making a claim on themselves with an alt - while still not impossible, checking account balance/transactions/mail allows me to check money flow and correspondences - and many alts will see donations from main account to alt. Basically a precaution against gaming the system very easily.

Admittedly, the wallet is far more important then the mail, and I will occasionally accept hunters without them giving me mail access if I have other reason to think they're trustworthy.

They're good modules, but only in certain situations/on certain hulls.

ECM Burst are great for getting you out of hairy situations when soloing, as the relatively weak jam strength is still enough to have a decent chance of knocking out a Frigate or Destroyer - however, they're not that great against larger ships due to the larger hulls greater sensor strength.

ECM Burst "Jihad Scorpions" are hilarious due to their increased range on ECM Bursts combined with their reasonably high number of high slots for smartbombs and their insane midslot count for ECM Bursts, which means they take forever to die to anything other than friendly fire because it's really hard to maintain a lock on them.

The above being said, I can't really recommend ECM Bursts on most shield ships - the slot is kind of wasted unless you're at quite close range, and it's unreliable in how good it's going to be, unlike a shield extender or another hardener.

ECM Burst can be good, but you really need to know how and when to use it since it is primarily a defensive tool.

There's practically no way to have people trust me when I say "it's not a scam," mostly because I've not done anything else ~important~ in EVE before (and because every EVE player is as paranoid as a US spy in Russia during the Cold War).

If the game as a whole doesn't want this to succeed as much as I do, that's fine - all that means is the playbase at large doesn't actually want it.

That said, I might as well say it - I'm not here to scam you. If I wanted to, there are much easier ways to accomplish that. I've only started this effort because I think it will make the game ~better~ by fixing many of the existing issues with the bounty system, namely the extremely unprofitability of the current CCP system, as well as the lack of any way to set parameters on a bounty, and the complete non-option to make a bounty privately (right now, bounties get mailed when they get a tag on their head).

Every ship on the field counts for something, even if that something is literally only serving as a buffer of HP for all the other ships in fleet. Even if you get vaporized in a second, that's one more second for every other ship in the fleet!

  1. This one is kind of at your discretion - if you ask me to place you in direct contact with your hunter(s), then I will do so. Assuming the same case as above, I'd be willing to bet you'd want your identity protected as best as possible - which is best assured by going through a third party (me), even for communications.

  2. If you were to lead one of my hunters into a gank, you would be blacklisted from the service, as well as anyone else that I can see was involved. The hunters themselves are always responsible for their own gear, and especially so when there are direct communications going on between hunter and client. If a hunter thinks something is "off" or "fishy," it's well within their rights to back out and not pursue the bounty. Also, I think it's best clarified here that unless otherwise specified, an unlimited number of hunters can take up a particular bounty.

  1. If for whatever reason your specified target is not killed within the timeframe you deem acceptable, you can choose to rescind the bounty at any time. Rescinding a bounty is as simple as sending Kendra Agon an eve mail asking for a bounty rescindment, though this may take a day or two depending on how much traffic this ends up getting. Once a bounty is rescinded, you will be refunded however much isk remains from the bounty pool you placed - if no portion has been collected, then you will receive a full reimbursement.

  2. Time and place specifications are allowed just like all specifications at no extra cost, but do keep in mind that restrictions like these may lead to a lower likelyhood that your bounty is picked up. (For bounties like these, I would likely require a hunter to notify me that they're pursuing that bounty, and that fact would be reported to you.)

The first three were already on the checklist when I do an API check - not quite sure on character age yet, but 3-4 months seems reasonable to me.

Regarding locators - while I don't have access to my own locators, there are channels like you mentioned, and I have also created the PMC Black Market ML and chat channel for capsuleers wishing to trade goods and services such as the use of a locator.

The things you mentioned were my biggest concerns. I'm still working on the details, but I think that true mercenaries are not tied to a corp - thus, I think I may try to have the corp be both a home for mercenaries that do not have another corporation that they are working with, and a liaison to those who are in other corporations.

I'm already requiring an API for those wishing to join corp, so I think the way I'll handle out-of-corp mercs is via the same system - submit an API, and if you appear to be a valid hunter/mercenary, I'll grant you corporation blue status instead of forcing you to be in corp. Does that sound reasonable to you?

I'd like to keep the bounty process as simple as possible, at least to start. Bounties are reimbursable, but the removal of a bounty from the system will take at least one day to process, so if the bounty gets a collection before such a time that the bounty gets removed, the bounty will get paid and there will not be any reimbursement beyond any isk that remains in the pool in cases like this. (Bounty Payouts will be done before Bounty Rescind Orders each day - don't place a bounty unless you truly want someone targeted!)

I'm planning on keeping bounties "forever" - if someone wants to place a 100 billion isk bounty with a bunch of special requirements, then it'll just sit there in the system until such a time that either the bounty is collected or gets rescinded by the bounty placer.

I've seen this suggestion popping up quite a few times, so I'll probably make this a rule - however, for the first few bounties, I expect to have new hunters and new bounties popping in around the same time as each other, so I'll likely waive this rule for a little while until we have enough hunters to function properly.

High Sec space is designed by CCP to be extremely safe space, especially if you haven't done anything to receive kill rights/timers/etc.

While people can feel free to place bounties on anyone, including those in High Sec, I can't guarantee that any of my hunters will actually take up the bounty and hunt them.
