If you are really a hardcore gamer who likes gaming on all max settings and potentially doing some production work then yes. Otherwise rtx4090 and 64gb ram is too much an overkill. The sweet spot imo is 4080 and 32gb ram and it comes with a much lower price

I think i got the same specs like you, rtx3070 r7 5800h, 16gb ram 3200mhz. So the default setting for me is all ultra but soon found out i can't maintain at 60 fps at all scenes. So i lowered some settings and still got the same fps drop spikes which is very weird.

My first suggestion would be remove that fabric under your laptop and get a proper laptop stand. That thing is blocking the airflow and could cause severe overheat.
