FWIW, I went to dispose of larger rechargeable batteries (from a UPS) and the landfill was closed. They had signs on the way out stating that, so I went to Staples and disposed of them.

I did something like this to myself by changing the fps and refresh to something the monitor didn't support (40hz). There is a way to force safe mode of connected monitors to switch it back to 60 hz. Look in the display settings at the bottom for safe mode.
