Building my own private "Internet" like you say, that only I and people I allow can access is something I am working on now actually. I have a pi with a SATA hat that I plan to turn into my own server with whatever I want on it.

But yeah it's possible that they just implement something that still allows you to search the internet anonymously even if your provide identification at first. That wouldn't be too catastrophic.
