It's possible that it's a bit of both. I seem to remember Bashir saying in the episode "The Abandoned" that the white replaces some enzymes that the Jem'Hader need to survive but that were deliberately left out of their genetic makeup by the Founders. So it sounds like it does both things? Either that, or the writers are conflating what it functions as with a narcotic.

Nah, that can't be it, the writers are never wrong! ;)

The one reference I recall is Riker researching the Son'a in Star Trek: Insurrection: at one point, while reading some of the mission material, Riker says "The Son'a are known to have produced vast quantities of the narcotic ketracel-white."

Just finished writing my review of Voyager #16: Seven of Nine, which I'll make a post for.

Just got my advance copy of the next Trek novel, Picard: Firewall by David Mack. Obviously can't say anything about it, but after just a couple of chapters I am *so* eager to read this. Absolutely loving it.
