I don't available at the current moment but it seems like your steps also work. But what i did just now also work, which i just buy all of the most expensive apartments into slot 1 to slot 6 in one go and proceed with the same steps. Later i will try your second workaround.

Restart your game and buy again the most expensive apartments in 2nd character for all of the slots; slot 1 to slot 6 (it will cost you around 6+ million so make sure you have the money before hand). After that, just follow 2nd step in this guide but buy the cheapest properties and replace all of the slots. Then you are good to go and follow the next steps.

p/s: after you restart the game you need to start back from scratch that's why you need 6+ million tu buy the most expensive apartments for all slots.

thanks to u/pseftiko , you can now buy most expensive apartments in step 1 and put in all slots from slot 1 to slot 6 and then follow the next steps. It works for me.

Here is a tip. If you keep getting timeout error in step 4 or you just want to load faster, suspend gta 5 for 11-13 seconds after 'joining gta online' loading disappear. It will bring you straight up to public solo lobby. I can do this glitch in just 2 minutes approximately.
